Does that mean we can send copies of any book, encylopaedia article, pamphlet, newsletter, uni course etc that includes info on anarchy to all police stations, to be helpful of course?
Are we counting "rational anarchy" ala Heinlein as well? Only I think you have to include the standard practices of all publically traded businesses at that point because they're legally obliged to act in that manner...
